(A) Rates for inside city. The rates and charges for the use and services of the combined waterworks and sewerage system of the city are outlined in this section. Said rates shall include the following types of properties:
(1) Types of properties. The rates shall include the following types of properties.
(a) Premises with individual meters. Rates and charges shall be based on the amount of water furnished to and consumed at the premises.
(b) Mobile home parks without individual meters. Where one water meter services a mobile home park, the number of gallons per month furnished to and consumed at the park shall be divided by the number of mobile home units situated thereon, and the number of gallons consumed per mobile home thereby determined. The rates established herein shall then be multiplied by the number of mobile home units located in the mobile home park on the day the meter is read.
(c) Multiple dwelling units without individual meters. Where one water meter services a multiple dwelling unit, the number of gallons per month furnished to and consumed at the multiple dwelling shall be divided by the number of individual dwelling units or apartments located therein, and the number of gallons consumed per dwelling unit or apartment determined. The rates established herein shall then be multiplied by the number of individual dwelling units or apartments located in the multiple dwelling on the day the meter is read.
(d) Commercial users. Includes transient lodging, retail and wholesale establishments or places engaged in selling merchandise for personal, household or industrial consumption and/or rendering services to others.
(e) Industrial users. Includes manufacturing activities involving the mechanical or chemical transformation of materials of substance into new products. These activities occur in establishments usually described as plants, factories or mills, and characteristically use power driven machines and material handling equipment. The term INDUSTRIAL USER shall mean any non-governmental user of publicly-owned treatment works identified in the Standard Industrial Classification Manual, 1972, Office of Management and Budget, as amended and supplemented under the following divisions:
1. Division A, Agriculture, Forestry and Fishing;
2. Division B, Mining;
3. Division D, Manufacturing;
4. Division E, Transportation, Communications, Electric, Gas and Sanitary Services; and
5. Division I, Services.
A user in the divisions listed above may be excluded if it is determined by the city that the user will introduce primarily segregated domestic wastes or wastes from sanitary conveniences.
(2) Water service.
(a) Commencing with usage beginning on January 15, 2022 through July 14, 2023, the following rates shall be in effect:
1. For the first 1,000 gallons per month, per 1,000 gallons: $35.98;
2. For the next 1,000 gallons per month, per 1,000 gallons: $9.91;
3. For the next 3,000 gallons per month, per 1,000 gallons: $9.52;
4. For the next 5,000 gallons per month, per 1,000 gallons: $9.34;
5. For the next 10,000 gallons per month, per 1,000 gallons: $8.85;
6. For the next 10,000 gallons per month, per 1,000 gallons: $8.59;
7. All over 30,000 gallons per month, per 1,000 gallons: $8.31; and
8. The minimum for water only, per month: $35.98; the minimum charge for combined water and sewer service: $44.68.
(b) Commencing with usage beginning on July 15, 2023, through July 14, 2024, the following rates shall be in effect:
1. For the first 1,000 gallons per month, per 1,000 gallons: $37.06;
2. For the next 1,000 gallons per month, per 1,000 gallons: $10.21;
3. For the next 3,000 gallons per month, per 1,000 gallons: $9.80;
4. For the next 5,000 gallons per month, per 1,000 gallons: $9.62;
5. For the next 10,000 gallons per month, per 1,000 gallons: $9.12;
6. For the next 10,000 gallons per month, per 1,000 gallons: $8.85;
7. All over 30,000 gallons per month, per 1,000 gallons: $8.56; and
8. The minimum for water only, per month: $37.06; the minimum charge for combined water and sewer service: $46.02.
(c) Commencing with usage beginning on July 15, 2024, through July 14, 2025, the following rates shall be in effect:
1. For the first 1,000 gallons per month, per 1,000 gallons: $38.17;
2. For the next 1,000 gallons per month, per 1,000 gallons: $10.51;
3. For the next 3,000 gallons per month, per 1,000 gallons: $10.10;
4. For the next 5,000 gallons per month, per 1,000 gallons: $9.91;
5. For the next 10,000 gallons per month, per 1,000 gallons: $9.39;
6. For the next 10,000 gallons per month, per 1,000 gallons: $9.11;
7. All over 30,000 gallons per month, per 1,000 gallons: $8.82; and
8. The minimum for water only, per month: $38.17; the minimum charge for combined water and sewer service: $47.40.
(d) Commencing with usage beginning July 15, 2025, and thereafter until further ordinance is adopted by the City Council, the following rates shall apply:
1. For the first 1,000 gallons per month, per 1,000 gallons: $39.32;
2. For the next 1,000 gallons per month, per 1,000 gallons: $10.82;
3. For the next 3,000 gallons per month, per 1,000 gallons: $10.40;
4. For the next 5,000 gallons per month, per 1,000 gallons: $10.21;
5. For the next 10,000 gallons per month, per 1,000 gallons: $9.67;
6. For the next 10,000 gallons per month, per 1,000 gallons: $9.39;
7. All over 30,000 gallons per month, per 1,000 gallons: $9.08; and
8. The minimum for water only, per month: $39.32; the minimum charge for combined water and sewer service: $48.83.
(3) Sewerage service. Sewerage service for premises with individual meters, mobile home parks without individual meters, and multiple dwelling units without individual meters.
(a) Commencing with usage beginning on January 15, 2022, through July 14, 2023, the following rates shall be in effect:
1. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $8.70; and
2. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $3.02.
(b) Commencing with usage beginning, on July 15, 2023, through July 14, 2024, the following rates shall be in effect:
1. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $8.96; and
2. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $3.11.
(c) Commencing with usage beginning on July 15, 2024, through July 14, 2025, the following rates shall apply:
1. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $9.23; and
2. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $3.20.
(d) Commencing with usage beginning on July 15, 2025, and thereafter until further ordinance is adopted by the City Council, the following rates shall apply:
1. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $9.51.
2. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $3.30.
(e) Each sewer user shall pay a rate surcharge and other additional charges as are provided in Chapter 52, Sewers.
(f) The minimum charge for combined water and sewerage service is reflected in divisions (A)(2)(a) through (A)(2)(c) above.
(B) Rates for outside the city. The rates and charges for the use and services of the combined waterworks and sewerage system of the city furnished to properties outside the corporate limits of the city are outlined in this section. Said rates shall include the following topers of properties.
(1) Premises with individual meters. Rates and charges shall be based on the amount of water furnished to and consumed at said premises.
(2) Mobile home parks without individual meters. Where one water meter services a mobile home park, the number of gallons per month furnished to and consumed at the park shall be divided by the number of mobile home units situated thereon, and the number of gallons consumed per mobile home determined. The rates established herein shall then be multiplied by the number of mobile home units located in the mobile home park on the day the meter is read.
(3) Multiple dwelling units without individual meters. Where one water meter services a multiple dwelling unit, the number of gallons per month furnished to and consumed at the multiple dwelling shall be divided by the number of individual dwelling units or apartments situated therein, and the number of gallons consumed per dwelling determined. The rates established herein shall then be multiplied by the number of individual dwelling units or apartments located in the multiple dwelling on the day the meter is read.
(a) Water service.
1. Commencing with usage beginning on January 15, 2022 through July 14, 2023, the following rates shall be in effect:
a. For the first 1,000 gallons per month, per 1,000 gallons: $53.97;
b. For the next 1,000 gallons per month, per 1,000 gallons: $14.87;
c. For the next 3,000 gallons per month, per 1,000 gallons: $14.28;
d. For the next 5,000 gallons per month, per 1,000 gallons: $14.01;
e. For the next 10,000 gallons per month, per 1,000 gallons: $13.28;
f. For the next 10,000 gallons per month, per 1,000 gallons: $12.89;
g. All over 30,000 gallons per month, per 1,000 gallons: $12.47; and
h. The minimum for water only, per month: $53.97; the minimum charge for combined water and sewer service: $66.08.
2. Commencing with usage beginning on July 15, 2023 through July 14, 2024, the following rates shall be in effect:
a. For the first 1,000 gallons per month, per 1,000 gallons: $55.59;
b. For the next 1,000 gallons per month, per 1,000 gallons: $15.32;
c. For the next 3,000 gallons per month, per 1,000 gallons: $14.70;
d. For the next 5,000 gallons per month, per 1,000 gallons: $14.70;
e. For the next 10,000 gallons per month, per 1,000 gallons: $13.68;
f. For the next 10,000 gallons per month, per 1,000 gallons: $13.28;
g. All over 30,000 gallons per month, per 1,000 gallons: $12.84; and
h. The minimum for water only, per month: $55.59; the minimum charge for combined water and sewer service: $69.03.
3. Commencing with usage beginning on July 15, 2024 through July 14, 2025, the following rates shall be in effect:
a. For the first 1,000 gallons per month, per 1,000 gallons: $57.26;
b. For the next 1,000 gallons per month, per 1,000 gallons: $15.77;
c. For the next 3,000 gallons per month, per 1,000 gallons: $15.15;
d. For the next 5,000 gallons per month, per 1,000 gallons: $14.87;
e. For the next 10,000 gallons per month, per 1,000 gallons: $14.09;
f. For the next 10,000 gallons per month, per 1,000 gallons: $13.67;
g. All over 30,000 gallons per month, per 1,000 gallons: $13.23; and
h. The minimum for water only, per month: $57.26; the minimum charge for combined water and sewer service: $71.11.
4. Commencing with usage beginning on July 15, 2025, and thereafter until further ordinance is adopted by the City Council, the following rates shall apply:
a. For the first 1,000 gallons per month, per 1,000 gallons: $58.98;
b. For the next 1,000 gallons per month, per 1,000 gallons: $16.23;
c. For the next 3,000 gallons per month, per 1,000 gallons: $15.60;
d. For the next 5,000 gallons per month, per 1,000 gallons: $15.32;
e. For the next 10,000 gallons per month, per 1,000 gallons: $14.51;
f. For the next 10,000 gallons per month, per 1,000 gallons: $14.09;
g. All over 30,000 gallons per month, per 1,000 gallons: $13.62; and
h. The minimum for water only, per month: $59.98; the minimum charge for combined water and sewer service: $73.25.
(b) Sewerage service.
1. Commencing with usage beginning on January 15, 2022 through July 14, 2023, the following rates shall be in effect:
a. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $12.11; and
b. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $4.53.
2. Commencing with usage beginning on July 15, 2023 through July 14, 2024, the following rates shall be in effect:
a. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $13.44; and
b. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $4.67.
3. Commencing with usage beginning on July 15, 2024 through July 14, 2025, the following rates shall be in effect:
a. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $13.85; and
b. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $4.80.
4. Commencing with usage beginning on July 15, 2025, and thereafter until further ordinance is adopted by the City Council, the following rates shall apply:
a. For the first 1,000 gallons per month of water consumed per month as shown by the water meter or meters of each sewerage service system: $14.27; and
b. All over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, per 1,000 gallons: $4.95.
5. Each sewer user shall pay a rate surcharge and other additional charges as are provided in Ch. 52 of this code of ordinances, Sewers.
6. The minimum charge for combined water and sewerage service is reflected in divisions (B)(3)(a)1. through (B)(3)(a)3. above.
(C) Rates for mobile home parks without individual meters. Rates and charges for the use and services of the waterworks or the combined waterworks and sewerage systems of the city based on the amount of water consumed, furnished to mobile home parks where individual meters are not established for units parked therein, are as follows.
(1) Mobile home park within the city. Where one water meter services a mobile home park within the city, the number of gallons per month consumed at the park shall be divided by the number of mobile home units situated thereon, and the number of gallons consumed per mobile home determined. The rates established herein shall then be multiplied by the number of mobile home units located in the mobile home park on the day the meter is read.
(a) Water service. Commencing with usage beginning on 12-15-2011, and thereafter until further ordinance is adopted by the City Council, the following rates shall apply:
a. For the first 1,000 gallons per month, per 1,000 gallons: $13.76;
b. For the next 1,000 gallons per month, per 1,000 gallons: $9.09;
c. For the next 3,000 gallons per month, per 1,000 gallons: $8.73;
d. For the next 5,000 gallons per month, per 1,000 gallons: $8.57;
e. For the next 10,000 gallons per month, per 1,000 gallons: $8.12;
f. For the next 10,000 gallons per month, per 1,000 gallons: $7.88;
g. All over 30,000 gallons per month, per 1,000 gallons: $7.62; and
h. The minimum for water only, per month: $13.76; the minimum charge for combined water and sewer service: $21.11.
(b) Sewerage service.
1. For sewerage service for water furnished premises, there shall be a charge of $7.35 per month for the first 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system; for all over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, the charge shall be $2.77 per 1,000 gallons per month.
2. The minimum charge for combined water and sewerage service is reflected in divisions (C)(1)(a) above.
3. For sewerage services only, a flat charge shall be made in the amount of $12 per month per mobile home unit located in the mobile home park.
(2) Mobile home parks outside the city. Where one water meter services a mobile home park outside the city, the number of gallons per month consumed at the park shall be divided by the number of mobile home units situated thereon, and the number of gallons consumed per mobile home determined. The rates established herein shall then be multiplied by the number of mobile home units located in the mobile home park on the day the meter is read.
(a) Water service. Commencing with usage beginning on 12-15-2011, and thereafter until further ordinance is adopted by the City Council, the following rates shall apply:
a. For the first 1,000 gallons per month, per 1,000 gallons: $20.63;
b. For the next 1,000 gallons per month, per 1,000 gallons: $13.64;
c. For the next 3,000 gallons per month, per 1,000 gallons: $13.11;
d. For the next 5,000 gallons per month, per 1,000 gallons: $12.86;
e. For the next 10,000 gallons per month, per 1,000 gallons: $12.17;
f. For the next 10,000 gallons per month, per 1,000 gallons: $11.82;
g. All over 30,000 gallons per month, per 1,000 gallons: $11.45; and
h. The minimum for water only, per month: $20.63; the minimum charge for combined water and sewer service: $27.98.
(b) Sewerage service.
1. There shall be a charge of $7.35 per month for the first 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system; for all over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, the charge shall be $3.46 per 1,000 gallons per month.
2. The minimum charge for combined water and sewerage service is reflected in divisions (C)(2)(a) above.
3. For sewerage services only, a flat charge shall be made in the amount of $20 per month.
(D) Rates for multiple dwelling units without individual meters. Rates and charges for the use and services of the waterworks or the combined waterworks and sewerage systems of the city based on the amount of water consumed, furnished to a multiple dwelling unit where individual meters are not established for individual dwelling units or apartments located therein, are as follows.
(1) Multiple dwelling units inside the city. Where one water meter services a multiple dwelling unit within the city, the number of gallons per month consumed at the multiple dwelling shall be divided by the number of individual dwelling units or apartments located therein and the number of gallons consumed per dwelling unit or apartment determined. The rates established herein shall then be multiplied by the number of individual dwelling units or apartments located in the multiple dwelling on the day the meter is read.
(a) Water service. Commencing with usage beginning on 12-15-2011, and thereafter until further ordinance is adopted by the City Council, the following rates shall apply:

The rates established herein shall then be multiplied by the number of individual dwelling units or apartments located in the multiple dwelling on the day the meter is read.

g. All over 30,000 gallons per month, per 1,000 gallons: $11.45; and
h. The minimum for water only, per month: $20.63; the minimum charge for combined water and sewer service: $27.98.
(b) Sewerage service.
1. There shall be a charge of $7.35 per month for the first 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system; for all over 1,000 gallons of water consumed per month as shown by the water meter or meters of each sewerage service system, the charge shall be $3.46 per 1,000 gallons per month.
2. The minimum charge for combined water and sewerage service is reflected in divisions (D)(2)(a) above.
3. For sewerage services only, a flat charge shall be made in the amount of $20 per month per individual dwelling unit located in the multiple dwelling.
