To encourage and promote the construction of extensions to the water and sewer mains of the city at private cost, all connection charges in excess of the connection fees established by § 53.05(A) of this code of ordinances for connection to a water main shall, in instances where the main abutting on the property to be served shall have been constructed by a person other than the city at his or her own cost, be paid over when collected to the person having paid the cost of the construction of the main; and, where the sewer main abutting on the property has been so constructed at private cost, all connection charges in excess of $25 made for a connection servicing that property shall be paid over when collected to the person having paid the cost.
