Because of many interrelating factors contributing in the failure of a water well, acceptance of a water well does no imply approval, and it cannot be considered as a guarantee by the Board of Health of successful potability or operation. The Health Officer’s signature merely signifies that as of the date of signing the water well meets the Board of Health’s minimum standards.
