The Electric Department, under the supervision of the Clerk-Treasurer and Utilities Manager, shall make and enforce those bylaws and regulations as may be deemed necessary for the economical and efficient billing for service and for the regulating, collecting, rebating, and refunding of rate charges. All user fees shall be paid into the Sanitation Revenue Fund, not less frequently than monthly, for sanitation services within the town.
