User charges shall be billed by the Electric Department monthly to users as their names and addresses appear on the metered electric consumer record of the town or, in the case of users who are not metered electric consumers of the town, to the user by name, if known, but if unknown, to the owner or occupant, addressed to the pick-up location. Charges for services shall be due and payable concurrently with electric charges. If user charges are not paid when due, there shall be a 10% delinquency charge assessed against the user. The delinquency charge, together with the past due charge, shall be due and payable at the next billing period.
