§ 154.083  SPECIAL EXCEPTIONS PERMITTED IN ALL RESIDENTIAL DISTRICTS.
   (A)   Special exceptions are the authorization of a building, structure, or use that is not designated as permitted within a district, but if specifically listed may be permitted if it meets special conditions, and upon application, is specifically authorized by the Board of Zoning Appeals.
   (B)   The following buildings, structures, and uses can be permitted in any residential district; provided, a special exception is obtained by the criteria as set forth in §§ 154.215 through 154.220:
      (1)   Cemeteries;
      (2)   Child care for five to 15 children; state license required;
      (3)   Clinics;
      (4)   Community services (ambulance depot, emergency and protective shelters, fire stations, water tower treatment plants, and the like);
      (5)   Electronic communication tower;
      (6)   Funeral homes;
      (7)   Home occupations, traffic generating;
      (8)   Hospitals;
      (9)   Mental health facilities;
      (10)   Nursing home;
      (11)   Parking lots, for uses other than those permitted as of right in a residential area;
      (12)   Public or private primary or secondary schools; and
      (13)   Real estate office.
