Any person may file a complaint whenever a violation of this chapter occurs or is alleged to have occurred. Such complaint shall be filed in writing with the Planning and Building Department and shall state fully the causes and basis of the complaint. The Planning and Building Department shall record such complaint properly, make a timely investigation, and take action thereon as provided by this chapter.
