If any person shall cause to be installed a mobile home within the jurisdictional limits of the Plan Commission without complying with this chapter or if the ownership of a preexisting mobile home changes hands without the new owner complying with this chapter, the Building Commissioner shall notify the Plan Commission, which shall issue a cease and desist order giving the owner of the mobile home a period of 30 days in which to either remove the mobile home or submit the appropriate application and comply with the terms of any permit which may be granted.
