This chapter shall be effective and this procedure is binding upon the owners of any presently existing mobile home within the jurisdictional limits of the Plan Commission in the event the ownership of the mobile home shall change after the date of adoption of this chapter. It is the intent of this chapter not to affect preexisting mobile homes but that the same shall be binding upon any future owners of the mobile homes, and their failure to comply with this chapter may result in a cease and desist order being issued pursuant to the terms of this chapter.
