§ 32.05  PLAN COMMISSION.
   (A)   The Town Council establishes the Plan Commission to consist of seven members to be appointed by the Town Council. Three persons in the town government and four citizen members, not more than two of whom shall be members of the same political party, shall be appointed by the Town Council.
   (B)   The terms of the appointed town government members shall be coextensive with the terms of office to which they have been elected or appointed, unless the Town Council, at its first regular meeting of each year, appoints another to serve. If a vacancy occurs in its respective membership, the Board shall appoint a qualified member for the unexpired term.
   (C)   Two citizen members shall initially be appointed for a term of three years and two shall initially be appointed for a term of four years. Each member’s term shall expire on the first Monday of January of the third and fourth year, respectively, following the appointment. Thereafter, as the terms expire, each new appointment shall be for a term of four years. If a vacancy occurs by resignation or otherwise, among the citizen members, the Town Council shall appoint a member for the unexpired term.
   (D)   In addition to the seven members appointed by the Town Council, two additional members of the Plan Commission shall be appointed by the Circuit Court Judge, said two members shall reside outside the boundaries of the town but within the jurisdictional area of the Plan Commission.
