(A) Specific regulations. Section 150.15 adopts the standards of the National Flood Insurance Program regulations, as contained in 44 C.F.R. § 60.3(d), by reference. The specific requirements are not explicitly stated in § 150.15. Therefore, this section is provided to briefly describe the specific regulatory requirements of 44 C.F.R. § 60.3(d), as referenced in § 150.15.
(B) State and federal permits. The Zoning Administrator shall require that all other state and federal permits are obtained.
(C) Subdivision review.
(1) The Zoning Administrator shall review subdivision proposals to assure that:
(a) Proposals minimize flood damage;
(b) Public utilities and facilities are constructed so as to minimize flood damage; and
(c) Adequate drainage is provided.
(2) The Zoning Administrator shall require base flood elevation data for subdivision proposals greater than 50 lots or five acres.
(D) Building permit review.
(1) The Zoning Administrator shall review permits to assure that sites are reasonably free from flooding.
(2) The Zoning Administrator shall review permits of proposed construction and development and require:
(a) Anchoring (including mobile homes) to prevent flotation and lateral movement;
(b) Use of flood-resistant materials and utility equipment; and
(c) Construction methods which minimize flood damage.
(E) Flood-proofing of nonresidential structures. The Zoning Administrator shall require certification of flood-proofing by an engineer or architect. Structural dry-flood-proofing is allowed for nonresidential structures. The engineer or architect must certify to the elevation to which the structure is dry-flood- proofed.
(F) Mobile home tie-down standards.
(1) The Zoning Administrator shall require all mobile homes to be anchored to resist flotation, collapse, or lateral movement by providing over-the-top and frame ties to ground anchors. Specific requirements are:
(a) Over-the-top ties shall be provided at each of the four corners of the mobile home, with two additional ties per side at intermediate locations. Mobile homes less than 50 feet long require one additional tie per side;
(b) Frame ties shall be provided at each corner of the home with five additional ties per side;
(c) All components of the anchoring system shall be capable of carrying a force of 4,800 pounds; and
(d) Additions to the mobile home shall be similarly anchored.
(2) The Zoning Administrator shall require that an evacuation plan indicating alternate vehicular access routes be filed with appropriate disaster preparedness authorities for mobile home parks and mobile home subdivisions located within flood hazard areas.
(G) Utility construction.
(1) The Zoning Administrator shall require new and replacement water and sewer systems be designed to minimize infiltration.
(2) The Zoning Administrator shall require on-site waste disposal systems be designed to avoid impairment.
(H) Record keeping. The Zoning Administrator shall obtain and maintain records of elevation and flood-proofing levels for new construction or substantial improvements. The Zoning Administrator shall obtain certification of flood-proofing by an engineer or architect. Lowest floor elevations must be obtained for all new construction and substantial improvements. All information concerning and justifying any variances shall be maintained as records by the Zoning Administrator.
(I) Watercourse alteration and maintenance.
(1) The Zoning Administrator shall notify neighboring communities of watercourse alterations.
(2) The Zoning Administrator shall maintain carrying capacity of altered watercourses.
