Any person violating any provision of this chapter shall be guilty of a punishable offense and shall be fined in an amount of $10 for the first such violation occurring in a 12-month period, $25 for the second such violation in a 12-month period, and $50 for the third and each subsequent violation occurring within a 12-month period of at least two prior violations.
