§ 132.02  EXCEPTIONS.
   (A)   The prohibitions in this chapter shall not apply during or immediately prior to any public parade or other public celebration or festival at the site of such an event, so long as permission has been granted for such an event by the proper governmental agency.
   (B)   So long as such activities neither impede access to, nor interfere with the normal lawful use of another property, the prohibitions contained in this chapter shall not apply to employees or patrons of a legally established business, while actively engaged in reasonable employment or trade activities.
