§ 77.99  PENALTY.
   Any person who violates any provision of this chapter shall be fined pursuant to the following schedule:
   (A)   First offense in a calendar year: $50;
   (B)   Second offense in a calendar year:$100; or
   (C)   Third and subsequent offense in a calendar year: $150.
