§ 70.04  APPOINTMENT OF SCHOOL CROSSING GUARDS.
   (A)   The Town Council shall have the power to appoint school crossing guards to any location within the corporate limits of the town in close proximity to any public school based upon the need for such guard as determined by the Council. Should the Council find the need for such guard to exist upon a street coinciding with a state highway, such guard shall also be appointed a special police officer.
   (B)   A school crossing guard shall only have the authority to so act during regular school days and at only those times on such days when school children shall be going to or coming from a public school.
   (C)   All school crossing guards shall be under the direction of and report to the Town Marshal, who shall also determine the specific assignment of each individual guard. Any appointee under this section shall also obey the rules and regulations of the Police Department and conform to its discipline and orders.
