For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CONGESTED DISTRICT. All that part of the town included within the following limits: State Street from the river bridge across Eel River north to the north line of Market Street; Columbia Street from the east line of Maple Street to the west line of Main Street; Front Street from the east line of Maple Street to the west line of State Street; and Mulberry Street from the east line of State Street to the west line of Main Street.
DRIVER. Every person who drives or is in actual physical control of a vehicle.

PARKING. The placing, allowing, permitting, or stopping of any vehicle within any street or public place for any purpose other than the loading or unloading of passengers, freight, goods, wares, or merchandise; providing, that the loading or unloading of freight, goods, wares, or merchandise shall not exceed one-half hour.
STREET. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.

VEHICLE. Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon stationary rails or tracks.
