Along with the Plan to be submitted pursuant to Sections 1481.02 and 1481.03 of this chapter, the developer shall deposit the sum of one thousand dollars ($1,000) to cover the cost and expenses of the Engineer's review process. Such cost and expenses shall be deducted from such deposit. If expenditures exceed the deposit, such excess shall be paid to the Building Department by the developer upon written request. If the deposit exceeds the expenditures, the balance shall be refunded to the applicant at the time of the approval of the storm water detention Plan.
