1446.08 CONTRACTOR DEFINED; REGISTRATION REQUIRED.
   (a)   "Contractor, " as used in this chapter, means a person who, by himself or by or through others, constructs, alters, repairs, adds to, subtracts from, reconstructs or remodels any building, structure or appurtenance thereto, or who undertakes or offers to undertake or purports to have the capacity to undertake, to submit a bid to do so. Such term includes a subcontractor and a special contractor whose operations as such are the performance of construction work requiring special skill and whose principal contracting business involves the use of specialized building trades or crafts.

   (b)   No person, firm or other entity shall engage in the business or act in the capacity of a contractor, except pursuant to a certificate of registration issued in conformity with Section 1446.01 by the Building Inspector unless such person is particularly exempted by this chapter.
