The limitations imposed in these sections do not apply to emergency vehicles, emergency signal devices, generators operated to provide emergency electrical power, power lawn mowers and lawn maintenance equipment, lawn and leaf blowers, and construction activities and equipment between the hours of 7:00 a.m. and 8:00 p.m. A request for a variance from the restrictions imposed by the provisions of §§ 96.02 and 96.03 for annual events such as faires, carnivals, or homecomings may be granted by the Mayor. However, said request must be made in writing and delivered to the Mayor at least 15 days in advance of such event.
