§ 130.023 CONDUCT IN PUBLIC PLACES.
   (A)   It shall be unlawful for a pedestrian to stand upon any sidewalk or public way, except as near as reasonably possible to the building line or curb line if the standing interferes with the use of the sidewalk by other pedestrians.
   (B)   It shall be unlawful to impede or interfere with another person's use of a public way.
