   (A)   Effect. The provisions of this division shall apply alike to all officers and employees of the village, regardless of the time of creation of the office or position or the time of the appointment of the officer or employee.
   (B)   Bond. Every officer and employee shall, if required by the Village Board, upon entering upon the duties of his or her office, give a bond in the amount and with sureties as may be determined by the Board, conditioned upon the faithful performance of the duties of his or her office or position.
   (C)   Appointment. At the first meeting of May in each year, or as soon thereafter as possible, there shall be appointed by the Mayor, with the advice and consent of the Village Board, all appointive village officers who shall hold their several offices for the term of one year and until their successors are appointed and qualified. Note: Unless a specific ordinance creates the office, the person filling the position is not an officer, but an employee and is governed by a different set of rules. Elected municipal officials cannot hold any other office in the municipality while holding their elective office.

Every officer shall, upon going out of office, deliver to his or her successor, all books, papers, furniture and other things appertaining to the office, and which are the property of the village. Within five days after notification and request, any person who has been an officer of a municipality is required to deliver to his or her successor in office, all property, books and effects in his or her possession belonging to the municipality or pertaining to the office he or she has held.
