(A) It shall be unlawful to install any culvert or replace any culvert without first obtaining a permit from the Street Committee.
(B) Thereafter, the village will purchase an approved culvert and install the same. The village shall be responsible for the expense of no more than one culvert per home or business establishment. An applicant requesting a culvert in excess of 20 linear feet shall be at the expense of the applicant.
