(A) No person shall molest, remove, handle or otherwise disturb the containers or contents thereof which have been placed for servicing by the collectors, except when necessary when the occupant or property owner does so for the purpose of facilitating service by the collectors.
(B) No person shall cause or permit any garbage or rubbish in his or her possession or control to be placed in a container or other garbage or refuse receptacle, or upon property owned or utilized by any other person, occupant or property owner without the written permission of both the authorized collector and such other occupant or property owner.
