(A) The provisions of this title shall have no application to any vehicle or motorcycle, as defined in this chapter, owned and operated by non-residents of the village; and provided further, that a
NON-RESIDENT within the meaning of this chapter shall be defined to mean a person or persons residing outside of the village for a period of nine months or more within any one year.
(B) However, foreign persons, firms, companies or corporations using an automobile, auto, truck or motorcycle within the village in the conduct of any business transacted or carried on within the village shall, at all times, be considered in the provisions of this code, and shall not be construed as non-resident within the meaning of this section. A person who is a registered voter within the village shall be deemed a resident of the village.
