§ 54.03 ENGINEER TO PREPARE PLANS.
   (A)   After approval of the design, plans and specifications shall be prepared in accordance with the foregoing and with specifications for utility main extensions from time to time adopted by the village Board.
   (B)   The plans and specifications shall be prepared by the Village Engineer, or a civil engineer acceptable to the Village Board.
