§ 130.01  SOLICITING DURING HALLOWEEN.
   (A)   It shall be unlawful for any person or persons to engage in the practice of soliciting gratuities in association with the observance of that day known as Halloween, such solicitation commonly known and referred to as “trick or treating”, except as hereinafter set forth in division (B) below.
   (B)   Said form of solicitation may be engaged in only by children who have not reached their fourteenth birthday and shall be engaged in only on that day of each year known as Halloween and the one day immediately preceding said day.
   (C)   It shall be unlawful for any person or persons to engage in said solicitation more than five blocks from the place of residence of the person engaging in the same.
