No person shall permit any motor vehicle which is not in safe operating condition or which is unlicensed to remain within the corporate limits of the village outside of a garage or other suitable enclosure for more than 30 days and at no time shall a person permit more than one such vehicle to remain inside the corporate limits of the village outside of a garage or other suitable enclosure.
