Any person under the age of 18 years who is apprehended for a violation of § 130.02 and who is not a resident of the city shall be taken to the City Building or Police Department. The parent, guardian, or legal custodian of the minor and the minor so cited shall be notified to appear before the County Juvenile Court in accordance with state law. If the parent, guardian, or legal custodian of the minor cannot be contacted, then the minor shall be referred to an office of the County Juvenile Court.
