It shall be unlawful for any person to drive or operate a motor vehicle upon and over the streets and public highways of the city at a greater speed than 20 mph, except in safety zones where the speed limit is decreased and designated on traffic signs and except, upon, and over Alexandria Pike and except Walnut Street from Electric Avenue to the stop sign immediately preceding the City Community Center, and the entirety of Linden Avenue, both of which shall have speed limits of 15 mph.
