(A) The Mayor is hereby authorized, with the approval of the City Council, during hours when public traffic will not be interfered with, to close or cause to be closed any street to vehicular traffic.
(B) The authority shall be exercised only in cases where it is necessary or expedient to do so in order to provide a safe place in which the children or residents of the neighborhood may play, and such play streets shall be properly marked while so restricted.
(C) It shall be unlawful to drive any vehicle upon the restricted streets while they are so restricted, except in cases of emergency.
