§ 70.03 ENFORCEMENT.
   (A)   The Police Department shall exercise all power and authority in relation to the management and control of vehicular traffic in accordance with the provisions of this title and the laws of the state.
   (B)   At public gatherings or in emergencies, operators of vehicles must stand or move as directed by the police.
