(A) Public nuisance. The presence upon land within the corporate limits of the village of brush, weeds, dead and dying trees, stumps, roots, obnoxious growth, filth, garbage, trash and debris is declared to be detrimental to public health and is declared to be a public nuisance.
(B) Removal of brush and weeds required. The owner of land within the corporate limits of the village is required to remove, or cause to be removed, from such land any brush, weeds, dead and dying trees, stumps, roots, obnoxious growth, filth, garbage, ashes, refuse, rubbish, trash and debris within seven days after receipt by such owner or tenant of written notice from the Board of Trustees.
