No pile or deposit of manure, garbage or waste of any kind whatsoever, nor accumulation of any offensive or nauseous substance, shall be made within the corporate limits of the village, nor shall any person or corporation unload, discharge or put upon or along the line of any railroad, street or highway or public place within the village any manure, garbage or waste of any kind whatsoever or other offensive or nauseous substance, nor shall any cars or trucks loaded with or having in or upon them any such substance or substances be allowed to remain or stand on or along any railroad, street or highway within the corporate limits of the village.
