It shall be unlawful for any person to cast, place, sweep or deposit anywhere within the corporate limits of the village any garbage, rubbish, refuse or waste material in such a manner that it may be carried or deposited by the sun, wind, rain or snow into or upon any street, sidewalk, alley, sewer, parkway, stream or other public place or into any occupied premises.
