No person shall permit any accumulation of waste paper, weeds, litter, or combustible or inflammable waste or rubbish of any kind to remain on any roof or in any court, yard, vacant lot, or other open space. Every owner or occupant of property shall cut down and remove therefrom all weeds, grass, vines, and other growth which endangers the property or any other property which is likely to burn or cause the spread of fire.
