It shall be unlawful for any person to engage in any activity associated with the preparation of land for development or associated with the construction, reconstruction, repair or maintenance of a new or existing building or other structure on weekdays (Monday through Friday) and on weekends (Saturday and Sunday) earlier than 7:00 a.m. or later than 9:00 p.m., except in case of urgent necessity in the interest of public health and safety, and then only with a permit from the Director of Public Works, or his/her designee, which permit may be granted for a period not to exceed three days while the emergency continues and which period may be renewed for a period of three days or less while the emergency continues.
