Any person who observes a violation of this chapter may file his affidavit setting forth in detail the violation, its location and the name of the owner and/or occupant of the property on which such nuisance is alleged, and may file such affidavit with the Village Administrator. Such charge shall be investigated, and if such nuisance exists, a notice from the Village Administrator, or his designee, to the owner or occupant of the property as provided in § 93.06 hereafter, shall be issued.
