(A) The Zoning Administrator, or his or her designee, or any police officer, upon observing any violation of this chapter, shall issue a notice directed to the owner of record of the property on which said nuisance occurs; or to the occupant of the property; or to both (as such owner and/or occupant is shown by the village's water billing records, or by the records of the Kane County Recorder); or if said nuisance occurs on public property, to the owner of the vehicle.
(B) Said notice shall describe the violation charged, and further, shall give notice that said nuisance is to be abated and cease, by disposal of such vehicle, not later than seven days from the issuance of such notice.
