§ 51.05 RATES AND CHARGES FOR WATERWORKS AND SEWERAGE SERVICE.
   (A)   Connection fees.
      (1)   The owner of every property making a new connection to the water and sewer system shall pay a connection fee. The Community Development Department shall bill and collect the connection fee which shall be due and paid at the time of issuing a building permit. In addition, a separate connection fee shall be paid for each dwelling unit and for each tenant and occupant space in a non-residential building that is separately metered.
      (2)   The following are the connection fees required for new water and sewer services:

   (B)   Water meter and strainer.
      (1)   A separate water meter shall be required for each individual dwelling unit, for each tenant and occupant space in a non-residential building, for each non-residential building fire suppression system, and for each landscape irrigation system that is not connected to a dwelling unit, tenant space, or occupant space. A single meter per multi-family residential building may be permitted by the Director of Public Works when placement of individual meters is impractical.
      (2)   All water supplied shall be metered to the consumer, and there shall be a separate meter for each customer. No water shall be turned on for use on or in any premises, nor sewer connection made to any premises, until a written application has been made for that purpose and filed with the Director of Public Works, stating the purpose for which the services are to be used.
      (3)   A fee is required for all meters or strainers. Fees are due at the time of the building permit; it is billed and collected by the Community Development Department.

   (D)   Monthly user rates.
      (1)   Domestic service line diameter dwelling unit (regardless of service line size): $40.66.
      (2)   For all multi-unit residential buildings with a shared service line and nonresidential buildings, the water and/or sewer basic fee shall apply, with the following minimum basic rate charge for each service connection for each month or fraction thereof:

      (3)   All water and/or sewer users shall be billed on the basis of the rate for the combined water and/or sewer service as follows:

      (4)   Meter vaults for the sole purpose of lawn irrigation systems with a diameter of two inches shall be charged $48.21.
      (5)   In addition to the minimum and basic flat charges stated above, a separate minimum charge of $24.84 for water and/or sewer shall be paid for each apartment, flat or family unit exceeding one, in all buildings containing two or more apartments, flats or family units; however, no minimum charge shall be paid for any vacant apartment, flat or family unit, if vacant during an entire month.
      (6)   Rates for all users outside the corporate limits of the village shall be 150% of the above rates and minimum charges.
      (7)   In addition to the minimum and basic flat charges stated above, a separate technology fee of $0.50 will be charged for every meter utilizing the ComEd network.
   (E)   Special provisions.
      (1)   Sanitary sewer service rates are included in divisions (A), (B), and (C) above.
      (2)   Inspection fee. An inspection fee of $50 per inspection shall be charged for an appointment with an inspector or agent of the village.
      (3)   Reinspection fee. A reinspection fee of $75 per inspection shall be charged in every instance where the contractor, developer, or owner requesting the inspection fails to meet the requirements of this code or the plans and specifications or fails to keep an appointment with an inspector or agent of the village.
      (4)   Late fee. If a bill is not paid within 15 days after the date of the original bill, a penalty of 10% shall be added and become due.
      (5)   Turn on fee. A fee of $100 shall be charged for turning on a water service that has been discontinued under § 51.09.
      (6)   Non-sufficient funds. If a check or ACH payment is returned for non-sufficient funds (NSF), a fee of $36.50 shall be added and become due.
      (7)   For each residence occupied by a person age 65 or older, and so registered with the village as such (with proof of age and residency), the monthly bill shall be reduced by $2.
      (8)   For each residential household where the amount of metered water consumed is less than 2,000 gallons for a specific month, the bill for that month will be reduced by $5.
      (9)   Industrial users permitted to utilize the village sanitary sewerage system for discharge obtained from a source other than the village waterworks, shall be charged a $300/PE connection fee and a monthly fee of $.93 per 1,000 gallons.
