§ 91.05 REFUSE.
   It shall be unlawful for any person, firm or corporation, who or which is the owner, manager, tenant or possessor in any capacity of real estate premises in this village to fail to remove garbage, debris, trash or junk strewn, littered or accumulated on said real estate premises. The term JUNK herein is defined as scrap metals, rags, used cloth, rubber, rope, tinfoil, bottles, machinery, tools, appliances, pipe fittings, utensils, lumber, boxes, crates or skids, motor vehicles and parts, and other manufactured goods so worn, deteriorated or obsolete as to render them unusable in their existing condition.
