The Animal Shelter is hereby designated as the depository for dogs and cats. Such dogs and cats shall be confined in a humane manner for a period of three days; except that any animal suffering from injury or disease other than rabies may be humanely destroyed at any time. Title to a dog or cat not claimed by its rightful owner shall transfer to the said Shelter and may be disposed of at the discretion of the Animal Shelter.
