§ 51.35 ACCESS TO METER.
   (A)   Every customer must grant access to the village public works representative for water meter service, including without limitation: reading, inspection, testing, maintenance, and replacement. It shall be unlawful for any person to interfere with, prevent or obstruct any representative of the Department of Public Works from accessing a water meter for purposes of water meter reading, inspection and maintenance. A failure to provide reasonable access to read, inspect or maintain a water meter shall be cause for:
      (1)   Disconnection of water service, in accordance with § 51.09 of this chapter; or
      (2)   Application by the village for an administrative search warrant, and upon issuance of the same, forcible entry by the village to accomplish the necessary service.
   (B)   The failure of the customer to grant reasonable access will make the customer liable for all applicable fines, fees, costs, expenses and charges. Provided that arrangements have been made for water meter service to occur, a customer may provide, for no more than two service periods, the meter reading by contacting the Village Director of Administrative Services, or his or her designee and reporting the reading. If the existing water meter cannot be adapted for a remote reading device, the Department of Public Works will replace meter at village expense.
