Proper maintenance and care shall be given to all newly planted trees, and the newly planted trees shall be replaced by the party responsible for the new tree if not alive one year after date of planting. The party responsible for maintaining the right-of-way shall also be responsible for maintaining (e.g., applying water, fertilizer) trees in the parkway. For purposes of this section, "proper maintenance and care" means planting and maintaining public trees in conformity with the latest American National Standards Institute (ANSI) A-300 "Standards for Tree Care Operations" and following all tree care Best Management Practices published by the International Society of Arboriculture.
