Proper maintenance and care shall be given to all newly planted trees, and the newly planted trees shall be replaced by the party responsible for the new tree if not alive one year after date of planting. The party responsible for maintaining the right-of-way shall also be responsible for maintaining (e.g., applying water, fertilizer) trees in the parkway.
