All public rights-of-way, parkways, streets, alleys, sidewalks and other public ways shall be under the supervision of the Director. He or she shall have supervision over all work thereon, and the cleaning thereof, and shall be charged with the enforcement of and authorized to enforce all ordinance provisions relating to such places, except traffic ordinances.
