(A) The purpose of this chapter is to promote a harmonious relationship between man and animal through the establishment of defined procedures when man and animal interact.
(B) The defined procedure will include these situations or conditions:
(1) Protection of animals from abuse, neglect and rabies;
(2) Provide security of residents from annoyance, intimidation, injury and rabies by animals;
(3) Establish the community's method of response to residents regarding situations involving animals; and
(4) Develop a program designed to encourage responsible pet ownership and dog and cat population control.
