All vehicles must be brought to a stop before entering or crossing any through street. When both intersecting streets are through streets, all traffic shall be controlled by official stop signs or traffic control signals as are erected at such intersections. The following streets shall be the through streets of the Village of South Elgin throughout the stated limits:
