§ 72.01 PARKING OF COMMERCIAL OR RECREATIONAL VEHICLES, TRAILERS OR TRUCK TRACTORS RESTRICTED.
   (A)   For purposes of this section, COMMERCIAL VEHICLE shall mean any vehicle that displays, or is legally required to display, a license classification higher than Class “B” as defined by the Illinois Vehicle Code, or any vehicle whose gross weight or whose gross vehicle weight rating (GVWR), or whose gross combination weight rating (GCWR), as those terms are defined in the Illinois Vehicle Code, exceeds 8,000 pounds, For purposes of this section, RECREATIONAL VEHICLE shall have the same meaning as set forth in § 154.015.
   (B)   No commercial vehicle, trailer, or truck tractor in excess 12,000 pounds (“F” classifications and higher as set forth by the Illinois Vehicle Code), shall be parked or stored on any Village owned Public street, right of way, designated publicly used parking lot, or alley for longer than two hours in any 24-hour period, nor parked or stored on any village owned public street, right of way, designated publicly used parking lot, or alley between the hours of 10:00 p.m. and 6:00 a.m. the following morning.
   (C)   Box trucks, flatbed trucks, dump trucks, platform/stake bodies, semitrailer or truck/tractor combinations, dovetail body, mechanical cranes, hoists, booms, bed lifts, step trucks/vans, regardless of size or license plated classification, are prohibited from parking on any residential street or right of way except when making a delivery or rendering a service. No public passenger vehicle other than a taxicab or standard limo, or vanpool shall be permitted to be parked on any residential street for any period of time exceeding two hours.
   (D)   Commercial vehicles shall not be parked on any street in a residential zoning district between the hours of 10:00 p.m. and 6:00 a.m. except as permitted under the conditions stated below:
      (1)   Commercial Vehicles having a gross weight when fully loaded of 8,000 pounds or less, including those within such weight bearing a "D" classification under the provisions of the Illinois Vehicle Code, and displaying a current Illinois Safety Inspection sticker, but excluding those vehicles described in division (C) above, may be parked on a street in a residential zoning district between the hours of 10:00 p.m. and 6:00 a.m. the following morning provided that: any equipment, racks, ladders and cargo stored on or in the vehicle do not extend beyond the front or rear of the body of the vehicle or into the right of way, and further provided that any such equipment does not cause the vehicle to exceed nine feet in height as measured from the highest point of the equipment to the ground nearest the vehicle at a 90-degree angle. Only one commercial vehicle under this exception may be parked per residential property frontage.
      (2)   Except for the equipment, racks, ladders and cargo as described in subsection 1 above, the storage of equipment or building materials upon or within a vehicle parked in a residential district shall be completely concealed from view by commercial grade manufactured bed cap, permanent original equipment grade enclosure, or manufactured cover secured to the body of the vehicle. The use of plywood as a bed riser, height extender, or equipment enclosure does not meet the standard for this exception.
      (3)   All commercial vehicles permitted by division (D)(1) and (2) to be parked in a residential district shall display valid license plates with classification on the front and rear of the vehicle at all times; be parked on a permanent paved surface; and be owned or under the control or possession of one of the occupants of the adjacent residential property.
   (E)   No trailer shall be left attached to any vehicle or on any Village street, designated publicly used parking lot or alley for any period of time exceeding two hours.
   (F)   No person shall park, stop, or leave standing any recreational vehicle without motive power, nor any trailer of any kind without motive power, on any street, right of way, designated publicly used parking lot or alley.
   (G)   No person shall park any recreational vehicle with motive power or trailer with motive power on any public street for more than two hours. Persons seeking to park a recreational vehicle with motive power or a trailer with motive power on a public street for longer than two hours must obtain a permit from the chief of police or his/her designee. A permit may be issued authorizing a recreational vehicle with motive power or a trailer with motive power to be parked on a public street for a period not to exceed 24 hours for the purpose of loading and unloading of goods and merchandise. No more than two such permits may be issued to any person for a recreational vehicle in a calendar year.
   (H)   No diesel powered commercial vehicle or truck tractor, and no trailer with a refrigeration system shall be permitted to be parked and to idle or to have its compressor system running on any commercial property within 300 feet of any residential property between the hours of 10:00 p.m. and 6:00 a.m. For purposes of this section, TO IDLE shall be defined as being in the same location with the engine on for more than an aggregate total of ten minutes, and RUNNING shall be defined as being in the same location with the refrigeration system on for more than an aggregate total of ten minutes.
   (I)   Exceptions.
      (1)   The prohibition on the parking of commercial vehicles prohibited by this section shall not apply to the services or operation of any governmental unit, public utility or any such activities performed on behalf of any such governmental unit or public utility.
