§ 30.04 ORDINANCES, RESOLUTIONS, MOTIONS AND CONTRACTS.
   (A)   General passage procedures.
      (1)   All ordinances, resolutions and other matters or subjects requiring action by the corporate authorities must be introduced and sponsored by the Village President or a member of the Board of Trustees, except that the Village Administrator or Village Attorney may present ordinances, resolutions and other matters or subjects to the corporate authorities for action, and any Trustee may assume sponsorship thereof by moving that such ordinances, resolutions, matters or subjects be adopted; otherwise, they shall not be considered.
      (2)   Upon the request of any two Trustees present, any report of a committee of the Board shall be deferred for final action to the next regular meeting of the Board after the report is made.
      (3)   All Board action, including ordinances, resolutions and motions should be, but need not be presented to the Committee of the Whole, or some other committee designated by the Board, for study and report, unless the Board of Trustees shall waive such committee referral by taking final action at a regular or special Board meeting.
      (4)   The passage of all ordinances, for whatever purpose, and of any resolution or motion to create any liability against the village, or for the expenditure or appropriation of village money shall require the concurrence of a majority of all members then holding office on the Village Board, including the Mayor, unless otherwise expressly provided by the Illinois Municipal Code or any other statute governing the passage of any ordinance, resolution, or motion. The ayes and nayes shall be taken upon the question of the passage of the designated ordinances, resolutions, or motions and recorded in the minutes of the Village Board.
   (B)   Action of Village President.
      (1)   All resolutions and motions which create any liability against the village, or which provide for the expenditure or appropriation of village money, or which authorize the sale of any village property, and all ordinances passed by the President and Board of Trustees shall be deposited with the Village Clerk. If the Village President approves of them, he shall sign them. Those of which he disapproves, he shall return to the Board of Trustees with his written objections at the next regular meeting of the President and Board of Trustees occurring not less than five days after their passage.
      (2)   The Village President may disapprove of any one or more sums appropriated in any ordinance, resolution or motion making an appropriation, and if so, the remainder shall be effective. However, the Village President may disapprove entirely of an ordinance, resolution or motion making an appropriation. If the Village President fails to return any ordinance or any specified resolution with his written objections within the designated time, it shall become effective despite the absence of his signature.
   (C)   Reconsideration; passing over veto. Every resolution and motion specified in this section, and every ordinance which is returned to the Board of Trustees by the Village President shall be reconsidered by the Board of Trustees. If after such reconsideration two-thirds of all the Trustees elected to the Board of Trustees vote to pass an ordinance, resolution or motion, notwithstanding the President's refusal to approve it, then it shall be effective. The vote on the question of passage over the President's veto shall be by yeas and nays and shall be recorded in the Village Board minutes. No vote of the Village Board shall be reconsidered or rescinded at a special meeting unless there are present at the special meeting at least as many trustees as were present when the vote was taken.
