§ 121.02 APPLICATION FOR POLICE TOWING LICENSE.
   (A)   Any person/business desiring to perform police towing work at the request of the Police Department shall submit an "application for police towing license" to the Chief of Police. Application forms may be obtained from the Police Department. The tow license application period will be from October 1 to October 15 of each year, with the licenses issued for a period from January 1 to December 31. Each licensee applying must have a completed and correct application returned to the Police Department by 3:00 p.m. October 15, or the next business day where October 15 falls on a weekend or holiday. There will be a maximum of two police tow licenses for each list issued pursuant to section § 121.04.
   (B)   No person shall be approved as a licensee or a tow driver, nor shall any licensee knowingly permit such a person to be a tow driver pursuant to a license call who:
      (1)   Has any felony conviction within the last five years in any state; or
      (2)   Is a sex offender, as defined in ILCS Ch. 730, Act 150, § 2, as amended; or
      (3)   Has been convicted under the laws of Illinois, or any other state, of an offense that under the laws of the state of Illinois would be a felony theft of a vehicle or vehicle parts.
