§ 115.20.04 LICENSE REQUIRED.
   It shall be unlawful for any person to carry on the business of hauling, collecting and disposing of municipal solid waste (including garbage, trash, ashes, animal, human or vegetable refuse or offal) or general refuse without having first obtained a commercial collection license to engage in such business. There shall be no limit on the number of commercial collection licenses issued. Applications for such licenses can be obtained from the office of the Director of Administrative Services and must be filed and executed with said office. All licenses shall be subject to approval by the corporate authorities. Licenses shall be renewed annually on or before January 1. Firms seeking license renewal shall file said application 45 days in advance of the January 1 renewal. Initial licenses issued during midyear shall also be subject to a January 1 renewal.
